Below is my response, how about your?
After reading this article, there are many ideas come to my mind. First, I do think it is a time for leader to think about “redesign work”-with more flexibility schedules. When the company institutes the policies that can offer the flexibility for its employees then I am sure that the company gets benefits in form of more productive, happy and loyalty employees. I do think this way of work can enable people to fulfill their dream and responsibility outside of work. When people feel fulfilled in all aspect of their lives then they are better to add value to their companies. for example: if someone feels that they need to attend a school event for their child or they need to do something for themselves but because of a company’s fixed schedule, they can not fulfill these responsibilities then do you think they are satisfaction with their current job? How about in the flexibility schedules?

Second, I do know that there are still many companies whose set face time as a measurement of commitment and performance. And of course, people in these companies are working more under-time. They surf internet while at work. Some people use clever acts of deception to look like workaholics. This is proved that quantity of time does not equal quality of time. Thus I do think that outcomes are certainly desirable for the organization. Thus I do think leaders should focus more on outcomes rather than face time and abandoning the face time as a proxy of performance is necessary. In order to do that job leaders must take time to define actual objectives. They must focus on results and give employees more freedom in choosing how to meet those results. In addition, having clear objectives motivates employees and provides an equitable measure of performance.

Why "it is a time now". Why not the past, why not the future. What's the difference in the market place that make it "It's time"?

Ta cần suy nghĩ là tại sao/điều kiện nào khiến ta cứ phải đến cơ quan và có mặt ở đó thì mới làm việc được/được coi là làm việc!!!

Vai trò của công nghệ truyền thông (communication)??? khi nó xóa đi các ranh giới về không gian? vai trò của mã hóa các số liệu dưới dạng số?

Đặc điểm của từng nhóm/loại công việc? mass-customize or talorized job? Công nhân may mặc thì ở nhà thế nào được?

Hỏi sai rồi. Cái flexible schedule ai cũng biết và biết từ lâu rồi, không phải BB nghĩ ra. Còn lúc nào áp dụng được/nên áp dụng thì phải trả lời câu hỏi của thai.

Đồng chí chude vào cho ý kiến chỉ đạo rồi chạy mất tăm con gà bay nhỉ. Y như sự chỉ đạo của Đảng và Nhà nước mình ấy.

Để trả lời câu hỏi này thì thai phải quay lại với ultimate objective: tại sao bọn nó phải nghĩ ra cái flexible schedule thế này.

It is a good question, guy!!!
Here my response:
I do agree that the “flexible schedule” concept is not the new one. But why not too many companies care for this concept the past but now and not in the future? Below are some reasons:
In the absence of an obvious productivity measure, face time – the amount of time during the day that an employee is visible to others- servers as a measure of commitment and performance. Not too much companies care for the new concept since the old one still works.

The leaders are not brave enough to change into the new one since Abandoning face time as a proxy for performance means the leaders must create the new productivity measurement that make sure it run smoothly as usual. (it is a hard, consuming time job) and there are no productivity measurement available for them to benchmark (since no or few companies applied this concept at this time)

Changing in the labor market: During periods of tough economic conditions, senior executives just focus on difficult operational and strategic decisions affecting every aspect of their businesses. Cutbacks and the press for higher productivity usually hold sway in hard times, and senior leaders typically downplay “soft issues,” such as helping employees achieve fulfillment in both their work and personal lives. But right now, the current labor market dynamics are creating an environment in which workers are likely to lose the benefits that were starting to come to them in the tight labor market of the late ‘90’s: higher wages, career development programs at work, and new family-friendly policies on leaves and work schedules. Thus the new entrants into the labor force can find the kind of work that allows them to fulfill personal goals while making money. Therefore, companies who can create alignments by instituting policies, practices that help that help employees achieve personal as well as organizational goals might well be a competitive advantage in retaining and attracting talented employees and vice versa.

To thai : for your question "Công nhân may mặc thì ở nhà thế nào được?" you must think about the concept "flexibility" in the broad meaning.
