Vấn đề không phải nằm ở chỗ ngầm chỉ là đầu tư vào giáo dục và đào tạo là một trong những nhân tố có ảnh hưởng tích cực tới phát triển kinh tế cả, mà nó nằm ở chỗ investing in education and job training might be another direction to explain the economic growth. Với ý forbidding ... gì đó, thì cũng vẫn là mở ra 1 direction mới cho việc giải thích economic growth. Và it is still immature to say that environmental regulations promote growth without refuting that new direction.

Đọc câu A lên dễ loại ngay vì out of scope, nhưng đọc hết các answer choices thì cũng loại hết luôn :D
Đọc kỹ lại mới thấy câu A đúng thật. Câu này thuộc một trong kiểu model weaken thường gặp của CR:
A >> B (growth promoted)
Nhưng trong A có A1(environmental regulation), A2 (investment in education and training), ... thế nên nếu muốn weaken thì chọn ra một nguyên nhân khác là A2 chứ không phải là A1.
