Mình đọc trong cuốn "Cliffs TOEFL Preparation guide" by Michael A. Pyle, M.A. and Mary Ellen Munoz Page, M.A., Series Editor: Jerry Bobrow, Ph.D. (bìa sách màu vàng) thì "suggest" là một trong các động từ thuộc Subjunctive (như demand, propose, require, request, insist...). Cấu trúc của nó là:
S1 + suggest + that + S2 + [Verd in simple form].

Vì vậy, câu này phải là "that traders pay...and that they still not ignore..........." như câu hỏi là đúng. Không thêm "should".

Bác Sony, 2 câu mà bác đưa ra thực ra không giống như câu bác ngotrung đưa ra ban đầu.

Nếu bác hỏi đây là hiện tượng ngữ pháp gì thì quả tình em chịu không biết. Chỉ có đọc và viết thành quen thì hiểu thôi. Đối với loại câu như của bác Sony, những động từ kiểu: "ask, demand, anticipate, suggest, recommend etc." đều có tác dụng như nhau. vd bác có thể viết:

I asked that she listen to me...
We demand that our room be fully furnished...

Ở đây thực ra đúng như bác gì nói, tức là chữ "should" là ko cần thiết. Bác chỉ nên hiểu là nó một dạng thức viết thế thôi. Người ta thường xuyên ko chia động từ như vậy. Đây là cách viết khá formal.

Trong câu của bác ngotrung, động từ ở vế sau bị bỏ đi để đỡ sự trùng lặp. Đây cũng là một cách viết rất phổ biến...

ví dụ: she loves the dog and I her (ở đây bỏ đi chữ "love" ở giữa I và her)

ở đây thì đúng là viết tắt để cho câu nó thêm phần hoa lá cành.

Em cũng nghĩ giống bác Trung, tức là sau chips' circuits phải có verb nên phân vân giữa B và D. Nhưng nếu chọn D thì power of ... kô thể đi với have. Các cao thủ cho em hỏi phát: hiện tượng ngữ pháp này chỉ gặp trong Gmat hay vẫn được dùng thường xuyên trong formal written english ạ???
